Basel-Stadt introduced a course obligation for first-time dog owners on 1 April 2025: the «Basic Course Human & Dog Basel-Stadt» comprises 8 practical lessons with integrated theory elements, has no exam and must be completed within 12 months of taking on the dog. Course providers must be NHB specialists (National Dog Owner Brevet) recognised by the VKAS umbrella organisation. Additionally, in this densely populated urban canton, special leash obligation and dog prohibition zones as well as a permit requirement for potentially dangerous dog breeds (pgH) apply.

«Basic Course Human & Dog» — course obligation for first-time owners

With the partial revision of the dog law (§ 2a Hundegesetz BS), a training obligation for first-time dog owners was introduced on 1 April 2025. Anyone keeping a dog for the first time must complete 8 practical lessons of the «Basic Course Human & Dog Basel-Stadt» within one year of taking on the animal. The course includes theoretical elements but concludes without an exam. The course content was specially designed by VKAS for Basel-Stadt; instructors must hold a qualification as an NHB specialist. Anyone who has previously owned a dog is exempt — proof is primarily via the AMICUS database or dog tax payments.

📋 No course required with prior experience

Anyone who can prove they have previously kept a dog is exempt from the basic course obligation (§ 2a para. 1 Hundegesetz BS). The primary proof is the AMICUS entry in the person's own name. Also accepted are dog tax payments, an old SKN competency certificate or an equivalent course certificate. The burden of proof lies with the dog owner. Anyone who grew up with a family dog without being registered as the owner is considered a first-time owner.

Obligations for dog owners in the canton of Basel-Stadt

In addition to the federal regulations (AniPO, Art. 71 ff.), the following cantonal obligations apply in Basel-Stadt to all dog owners:

Tax exemptions & reductions

Those receiving social assistance or supplementary benefits receive a 70% reduction on dog tax (first dog in household only). Anyone who successfully completes a recognised training course (incl. NHB exam) with their dog can claim a one-time 50% refund of the annual tax — provided the course was not ordered as an administrative measure (§ 11 Hundeverordnung BS). The Basic Course Human & Dog does not qualify for this tax reduction; the full NHB exam is required.

⚠️ Send basic course confirmation to veterinary office

After completing all 8 lessons, the course leader issues a separate course confirmation (not the course booklet). This must be sent in writing by the dog owner to the Cantonal Veterinary Office Basel-Stadt (hundekontrolle@bs.ch). Without this proof, the obligation is considered unfulfilled, which has consequences under the BS dog legislation.

«Basic Course Human & Dog Basel-Stadt» — what to expect

The course integrates theory and practice across 8 lessons. The sequence must be followed as the content builds on itself. The 8 lessons can be completed with different VKAS-certified instructors, although changing is not recommended. Dogs must be at least 4 months old at the start of the course and should already know their name, be able to walk a little on a leash and be familiar with collar/harness.

    Leading the dog calmly on the leash on busy streets, in restaurants and on public transport — in accordance with the legal leash obligations in Basel-Stadt.

    Recall, basic commands & subordination

    Reliable recall even when distracted, sit and stay — essential for off-leash areas and for handling potentially dangerous situations in urban space.

    Socialisation & urban tolerance

    Calm behaviour with urban stimuli: trams, bicycles, playgrounds, other dogs and people — especially important in a dense urban canton like Basel-Stadt for stress-free walks.

    Dog ownership & law in Basel-Stadt

    Theoretical elements in the course cover leash obligation and dog ban rules, registration requirements, hygiene obligations (waste collection) and basics on potentially dangerous dogs (pgH) and authorisation procedures.

📌 Always bring the course booklet

For the first lesson, the course leader brings the already-filled course booklet. From lesson 2, the dog owner must ensure that attendance at each lesson is confirmed by the course leader in the booklet. The course booklet is the official proof document — not the course confirmation, which is issued separately at the end. Bring to the first lesson: passport or ID, the dog's pet passport, blanket, treats, toy, short leash, collar/harness.


Potentially dangerous dogs (pgH) · permit requirement

Dog breeds requiring a permit in the canton of Basel-Stadt

In the canton of Basel-Stadt, no dog breeds are banned, but 8 breeds as well as their crosses and visually similar dogs are considered potentially dangerous (pgH) and require a keeping permit from the veterinary office before acquisition (§ 8–9 Hundegesetz BS, RRB 365.101):

🔴 Special cases: Cane Corso, American Bulldog & American Bully

Cane Corso without FCI-recognised pedigree papers (e.g. SKG or VDH pedigree) and American Bulldog: before acquisition, send photo to veterinary office — visual assessment required. After acquisition, present within 3 working days; final assessment only from 9 months. American Bully/Pocket Bully: always permit-required (cross with pgH). The veterinary office strongly advises contacting them before acquiring such breeds (§ 8 Hundegesetz BS).

Conditions for keeping a pgH

No other dog may be kept in the same household in addition to the pgH. The permit must be in place before acquisition. Litters of pgH puppies must be reported within 10 days; they may only be given to already-authorised persons. Anyone who does not meet the permit requirements may neither keep nor walk the pgH. Out-of-canton list dogs are subject to a leash obligation in public spaces in Basel-Stadt. Applicants without prior dog ownership experience are generally not eligible for a pgH permit (§ 9 Hundegesetz BS).


FAQ

Who must complete the basic course?+

Only people who are keeping a dog for the first time. Those who have previously had a dog registered in their name (AMICUS proof or dog tax payment) are exempt. Those who grew up with a family dog without being the registered owner are considered first-time owners.

What happens if I don't complete the course within 12 months?+

The Basel-Stadt Veterinary Office will contact you. There will be consequences for non-compliance with dog legislation. In extreme cases, measures up to and including removal of the dog are possible (§ 15 Hundegesetz BS).

Can I complete the 8 lessons with different instructors?+

Yes, this is permitted. However, changing instructors is strongly discouraged as the lessons build on each other. Important: the new instructor is not obliged to recognise lessons already completed.

My puppy is only 3 months old — do I still need to register immediately?+

You must register for dog tax within 10 days of taking over the dog. The basic course may only start once the dog is at least 4 months old. However, the 12-month course deadline starts from the date of taking over the dog, not from the dog's 4th month.

Do I need a permit for a Rottweiler in Basel-Stadt?+

Yes — Rottweiler, Dobermann, American Staffordshire Terrier, Pitbull Terrier, Bull Terrier, Staffordshire Bull Terrier, Dogo Argentino and Fila Brasileiro and their crosses are permit-required in Basel-Stadt. The permit must be in place before acquisition (§ 9 Hundegesetz BS).

How much is the dog tax in Basel?+

CHF 160 per year for the first dog. From the second dog in the same household CHF 320. Those receiving supplementary benefits or social assistance get a 70% reduction (first dog only). After successful NHB course completion, a one-time 50% refund is possible (§ 5 and § 11 Hundeverordnung BS).
