The canton of Thurgau extended its training obligation on 9 April 2024 to all new dog owners — regardless of breed or size. Enforcement is the responsibility of the political municipalities; for permit-required list dogs, the Cantonal Veterinary Office in Frauenfeld is responsible. The Hundeverordnung was last revised on 1 May 2025 (care permit for list dogs, genetic test exception, updated tax exemptions).

Course obligation without weight limit — and what else changed in 2025
The cantonal dog law (§ 1b HundeG) requires that anyone keeping a dog must complete a recognised practical dog training course within one year of acquisition. Until April 2024, this obligation only applied to dogs with an adult weight of at least 15 kg. The revision removed the weight limit — the course obligation now applies to all dogs. From 1 May 2025, the HundeV was further amended: third parties who merely look after a list dog (neighbours, pet-sitters) now also need their own cantonal permit. An exception is also possible if a genetic test proves less than 50% of a dangerous breed.
📋 Transitional provision course obligation
All owners who acquired a dog under 15 kg before 1 April 2024 are exempt from the course obligation. For all dogs newly taken on after this date, the obligation applies without weight restriction (§ 1b HundeG; in force 09.04.2024).

Obligations for dog owners in the canton of Thurgau
In addition to the federal regulations (AniPO), the following cantonal obligations apply in the canton of Thurgau:

Tax exemptions (§ 9 HundeV, as of 1 May 2025)
Tax-exempt: dogs under 5 months; stay < 3 months in the canton; service dogs (army, FOCBS, police, forestry, hunting); guide dogs; assistance dogs; rescue dogs (medical, disaster, search); herd protection dogs; herding dogs (FCI group 1/2 or Swiss mountain dogs); hunting dogs. Important: dogs once exempted remain tax-free for life, even if conditions are no longer met (§ 9 para. 1ter HundeV).
⚠️ Reporting obligations at a glance
Change of owner, move, death of dog: report to AMICUS within 10 days and to the municipality within 30 days. For list dogs without a valid permit, leash and muzzle are always required in public space.

The mandatory dog training course: content and requirements
The recognised course comprises at least 10 lessons and must be completed with one's own dog. If a puppy is acquired, a puppy course must also be attended if age permits. Proof must be provided on request from the municipality or Cantonal Veterinary Office.

Calm, controlled walking on the lead in various everyday environments and situations.

Able to reliably recall basic commands such as sit, down, come when called and stay.

Confident handling of everyday situations: road traffic, strangers, other dogs, children, public facilities.

Puppy course (if age permits)
Socialisation, playful basic training and first learning units — for puppies in addition to the regular course (§ 7a para. 1 HundeV).
📌 Proof & control
The course confirmation from the dog school must be presented on request from the municipality or Cantonal Veterinary Office (§ 7a para. 2 HundeV). Checks occur primarily for biting incidents, aggressive behaviour or breach of reporting obligations. There are no blanket checks; municipalities may check at any time.

Permit-required list dogs
The canton of Thurgau has no breed ban — but a strict permit obligation for 14 dog breeds/groups and their crossbreeds (§ 7b para. 3 HundeV). Dogs whose external appearance suggests descent from these breeds are also subject to a permit:

🧬 Genetic test exception (new from 1 May 2025, § 7g HundeV)
Anyone who proves via a genetic test from an ISO/IEC 17025 or CLIA/ISAG certified laboratory that their dog carries less than 50% of a potentially dangerous breed can be exempted from the permit obligation. Sampling only by a vet. Costs borne by the owner (§ 3a para. 4 HundeG).
No breed ban, but permit obligation also for care (new 1 May 2025)
Unlike Zurich (breed ban), Thurgau relies on permit obligation rather than prohibition. New since 1 May 2025: third parties who merely look after or walk a list dog (neighbours, pet-sitters, family members) also need their own cantonal permit (§ 7b para. 2 HundeV). Without a valid permit: leash and muzzle required in public space. Processing time: min. 4 weeks. Cost advance: CHF 500 (1st person/dog), CHF 80 for additional persons, CHF 300 for additional dogs.
FAQ
Does the course obligation also apply to small dogs?+
Yes — since April 2024 for all dogs regardless of size and breed (§ 1b HundeG). Only exempt are owners who acquired a dog under 15 kg before 1 April 2024.
By when must the course be completed?+
Within 12 months of acquiring the dog, at a recognised dog school. The course comprises min. 10 lessons (lead walking, obedience, environmental behaviour) and must be completed with one's own dog.
What documents do I need for a list dog permit?+
Certificate of capacity to act, confirmation of residence, extract from Swiss criminal register, proof of origin of the dog, proof of dog knowledge, liability policy (min. CHF 3 million) and passport photo. Plus CHF 500 cost advance. The permit must be in place before acquisition (§ 7c HundeV).
I am moving to the canton of Thurgau with my list dog — what must I do?+
The permit application must be submitted to the Cantonal Veterinary Office no later than 10 days after moving in (§ 7e HundeV). Until permit is granted: leash (sturdy, max. 2.5 m) and muzzle required in public space. An existing permit from the canton of origin may be taken into account.
My neighbour occasionally looks after my list dog — does he need a permit?+
Yes — since 1 May 2025, every person who looks after or walks a list dog needs their own cantonal permit (§ 7b para. 2 HundeV). Exception: short visits/tourism up to 30 days under leash and muzzle obligation.
What happens if I don't complete the course within 12 months?+
The municipality or Cantonal Veterinary Office can order measures (§ 7 HundeG), including course obligation, leash requirement, temporary seizure of the dog up to a dog ownership ban. All costs are borne by the owner.
How high are the administrative fines in the canton of Thurgau?+
Dog off-lead in forest (1 April–31 July): CHF 100 | Off-lead in parks/schools/sports facilities: CHF 50 | Excrement not removed: CHF 150 | Dog off-lead at night outdoors: CHF 200 | Dog in church/cemetery/hospital/baths: CHF 100 | Permit card not carried: CHF 50 (§ 13 HundeV).
