Training Required
Geneva takes a different approach from most German-speaking cantons: there is no general training obligation for dog owners — mandatory courses for new dog owners were abolished in 2016. The TMC test (Test de maîtrise et de comportement) is only required for large dogs over 25 kg or at least 56 cm at the withers, from 18 months of age. On the other hand, Geneva has one of the strictest breed ban regulations in Switzerland: 15 breeds are considered potentially dangerous and are generally prohibited. Additionally, all dogs from 6 months must annually wear the cantonal control badge.

No general obligation — TMC test only for large dogs
The Loi sur les chiens (LChiens; M 3 45) has regulated dog keeping in the canton of Geneva since 2011. The 2016 amendment abolished the general obligation for preparatory courses for new dog owners — Geneva has since dispensed with a universal training obligation. The TMC test (Test de maîtrise et de comportement) is the only remaining practical training element and only applies to dogs weighing over 25 kg or at least 56 cm at the withers, at the earliest when the dog is 18 months old. The most recent amendment of 29 April 2023 clarified the TMC rules (3 attempts within 1 year) and removed the obligation for listed authorised dogs that have reached the age of 8.
📋 TMC criteria: >25 kg OR ≥56 cm at withers
The TMC applies to dogs that meet ONE of the two criteria — not both simultaneously: either weight over 25 kg OR withers height of at least 56 cm. The dog must be at least 18 months old at the first exam. There are 3 attempts within one year. For dogs on the list of potentially dangerous breeds, the TMC obligation lapses at the age of 8 — provided there is no aggressive behaviour. A waiver is also possible for health problems (veterinary report required).

Obligations for dog owners in the canton of Geneva
In addition to the federal regulations (AniPO), the following cantonal obligations apply in the canton of Geneva according to the LChiens (M 3 45):

Tax exemptions & control badge exceptions
Exempt from dog tax: guide dogs and companion dogs for people with disabilities, police, customs and army dogs, professional hunters' dogs and herd protection dogs. The exemption also applies to the control badge — however, exempt persons must still apply for and wear the control badge.
⚠️ Control badge: renew annually by 31 March
The control badge must be renewed annually and is valid from 1 April to 31 March of the following year. The 2025 badge is valid from 1 April 2025 and the 2024 badge was only valid until 31 March 2025. Documents needed to obtain it: valid rabies vaccination proof (booklet or pet passport), RC insurance policy, AMICUS registration proof. Available from the municipal administration or Police Municipale (City of Geneva). Cost: CHF 0–24 depending on municipality.

Test de maîtrise et de comportement (TMC) — what is tested
The TMC is a practical assessment of the dog's manageability and behaviour in everyday situations. It is conducted by dog trainers approved by the SCAV (Service de la consommation et des affaires vétérinaires). If failed, up to 3 attempts within one year are possible. The test is waived for dogs on the prohibited list once they have completed their 8th year (provided there is no aggressive behaviour).

Manageability in everyday situations
The owner must demonstrate that they can safely keep the dog under control in all typical Genevan everyday situations — town, busy streets, parks, encounters with other dogs and people.

Behaviour assessment
The dog's behaviour is assessed for aggressiveness, fearfulness and social compatibility. The aim is to determine whether the dog is suitable for Geneva's public spaces and does not pose a danger to persons or other animals.

Leash walking & reaction to stimuli
Particularly relevant for large dogs in a dense urban canton like Geneva: calm behaviour on the leash, no uncontrolled reactions to joggers, bicycles, prams or noise, and the owner's ability to recall the dog immediately even when distracted.
📌 No TMC test for small dogs

15 breeds banned — and muzzle obligation for all dangerous dogs
Geneva has one of the strictest breed regulations in Switzerland. Since 24 February 2008, a complete keeping ban applies to 15 breeds classified as potentially dangerous. Dogs already kept in Geneva before this date and known to the SCAV could continue to be kept under conditions — all listed dogs acquired after this date or unknown to the SCAV are considered illegal. Dangerous and potentially dangerous dogs must wear a basket muzzle throughout public space from the moment they leave home (allows panting, prevents biting)
⚠️ Exception for persons relocating from abroad
Persons relocating to Geneva from abroad who own a listed dog may apply for a special permit (dérogation) — but only if: (1) the dog has provably been kept for at least 2 years, (2) all other permit conditions are met. Application in writing before importing the dog to the SCAV (Quai Ernest-Ansermet 22, 1205 Geneva). Legal basis: Art. 23 para. 3 LChiens (M 3 45).
FAQ
Does my dog need a course in Geneva?+
Only if it weighs over 25 kg or is at least 56 cm at the withers (either criterion is sufficient). The TMC test is then mandatory, earliest from 18 months. For small dogs there is no legal training obligation in Geneva — the mandatory course for new dog owners was abolished in 2016.
What is the control badge and must I renew it every year?+
The control badge (médaille) is Geneva's equivalent of the control badge of other cantons and serves as proof of registration, vaccination and insurance. It must be renewed annually and is valid from 1 April to 31 March. Obtain from the municipality or Police Municipale (City of Geneva) for CHF 0–24.
How much is the dog tax in Geneva?+
Cantonal tax: CHF 50 (1st dog) + CHF 70 (2nd dog) + CHF 100 (from 3rd dog), plus communal centimes additionnels (varies by municipality), plus CHF 4 epizootics fund and CHF 1 for stray dog insurance. The first invoice arrives after 3 full months of ownership.
Are dogs banned in forests in Geneva?+
No, but: in the forest, dogs must be on a leash from 1 April to 15 July (protection of the breeding and birthing season). Outside this period (16 July–31 March), dogs may run freely in the forest — provided the owner has full control.
Which professional activities with dogs require a permit in Geneva?+
A permit from the SCAV is required for: dog training (as an approved trainer), professional care from 6 dogs (boarding/day care), walks from 4 dogs, breeding/trade from the 4th litter, handing over more than 20 puppies per year.
My dog subject to annual TMC is now 8 years old — does the annual test lapse?+
For dogs on the prohibited breed list (chiens listés) authorised for keeping by the SCAV: yes, the annual TMC obligation lapses once the dog has reached 8 years of age — provided the animal does not show any particular aggressive behaviour. For other large dogs (>25 kg / ≥56 cm), there is no comparable age exemption.
Must I also register my dog in Geneva with a phone number on the control badge?+
Yes — in Geneva, the owner's phone number on the control badge is mandatory. This allows someone finding a stray dog to contact the owner directly. This obligation was updated with the 2023 law revision.
